I certainly don't care and think OP's kids (and anyone who wants) should wear the shorts, but I see this in the App addressing shorts at dinner

The full FAQ response that you quoted is more vague but talks about when shorts are welcome

Hi all, we are getting ready to take our 4 year old cruising for the first time and I’m starting to over think the dress codes. It’s the “no shorts” for the main dining room. Our boy is 4 and I dress him in short trousers and a shirt for dinner on holidays. Will this be ok for he casual nights? I’m packing chinos and blazers for him for smart casual and he will have a kilt for formal nights. We like to dress up and littles in dress shorts will surely be acceptable, no?!?

Welcome to the boards! Your plan is a great one. You'll find a wide range of interpretation on the dress code, particularly for children. Do whatever makes you comfortable and happy.

Your son will be the best dress youngster on formal night.

The only folks likely to get this info ahead of time are those staying in suites who will have been contacted by the Suite Concierge. Even then, it's usually less than a full week notice.
