I was on this cruise two weeks ago. It's not open when in Bermuda. I think we had to wait until the second day at sea (we left at 3 PM on Friday and had to wait until 2:30 on Saturday to use the casino) and during our time in Bermuda, it was closed. It then reopened when we left.

I will say that the ferries in Bermuda don't run all too often. If you go from the ship to...Hamilton, it's only a 20 minute ride but the ferries run about every 90 minutes. So take that into consideration when going "out and about." I realize that wasn't your question, but having just done this cruise - I'd found it helpful.

Royal has an arrangement with the Bahamas where they can open the casino once any land casinos close.  During some late night departures on select days of the week in Nassau the casino will open while in port.  Sometimes slots are open at times while in CocoCay while table games are closed.

That's the only arrangement that I am aware of.

Before the shutdown Carnival chose to pay the Maryland gaming fees so they could open their casino before clearing the Chesapeake.  Royal chooses not to maintain a Maryland gaming license so their casinos stay closed until they reach international water. 

At this point no agreements with Bermuda.

I agree  @twangster and @WAAAYTOOO are correct.  I've been docked in Nassau on Freedom and the Ship's casino was open.  Odd, few and far between, but it does happen.  This was just after the reopening in Sep 2021 which may explain it.

Unless there’s been a recent change…Bermuda allows cruise ships to operate their casinos while docked overnight. I believe the hours are 9pm to 5am. Of course ships can decide whether they will operate or not…but seems like a loss of revenue to stay closed.

Indeed.  A recent cruise compass on a Bermuda itinerary lists the casino open from 9pm to 2am while in Bermuda.

Wonder had the casino open both at Coco Cay and St. Maartin a few months ago.  Not sure if that was the island you are thinking of?

There still is at least one island that the casino opens while in Port - cant remember either (never been to Bermuda, so it's not that one I'm thinking of). I think slots and game tables were open on at least one of the @10 times we've stopped by Coco Cay this year. Alaska allows gambling while cruising and not in international waters - just not in Ports.

A Cruise Compass for a recent Harmony cruise shows the casino open at 8:00 am when at Coco Cay.
