One thing to keep in mind is that Oasis class ships are inward focused.  That means you don't see much of the ocean unless you have an ocean view room.  For that reason I always book ocean view balconies on Oasis class ships. I'm more flexible on other ships though.

Call your travel agent. Ask if they have a group rate for this cruise.  If they do, book it now at the group rate! If not, I'd still  book it.

I wouldn't presume to know what Royal Caribbean is planning to do about ports like Tampa and Baltimore.  If you zoom out from Royal Caribbean International to Royal Caribbean group, there are just too many possibilities.  Here are some that I can think of off the top of my head.
Build a new class of RCI ship that can service these ports.    Stop servicing these smaller ports entirely. Give these ports over to one of RCGs other lines like Celebrity or maybe introduce Marella to the United States at these ports. The real question is how many small ports does RCG want to support? There's more than just Tampa and Baltimore.  For example, what about New Orleans? Or Northern Europe? Panama Canal?
Once that question is answered, the next one is "how does RCG choose to do it?"  As you can see, there's more than one way to skin that cat.
What I've heard about Discovery project is that it will be neo-panamax.  That means about the size of an RCI Voyager class or a Celebrity Edge class. I'm no expert on ports, but I believe that would be too large for Baltimore, Tampa and dicey for New Orleans.  It would definitely work for Panama, Northern Europe. and Alaska.

I used it in 2019. No complaints. A bit hard to find and it was a bus ride to the terminal,  but the car was still there when I got back.

That would be great if the merger included the BEST benefits of both programs but what if they opted for the lesser of similar benefits? Be careful what you wish for.

I notice I can now use Air2Sea to book flights for the cruises in Australia and New Zealand with the option to pay later for economy and premium economy.

I've been on Radiance, Jewel and Serenade.  There's almost no difference between them.  Radiance has the Samba grill, which is a plus.  People have commented about the pit stop bar on Jewel. Since I don't drink, I never even thought about this!
One downside on Jewel. Room 4014 is generally my favorite cabin on the Radiance class. It's very convenient, quiet and one of the cheapest cabins on the ship.  However, Jewel has a loose deck plate in the hall just outside the door.  When anyone steps on it, it makes a loud sound like a big bass drum.

Also remember that unless the crew member wants to impose on family or friends,  he  or she must keep an apartment on shore even though it isn't used very much.

I have occasionally seen the situation that you described and it was a legit Oceanview balcony.  I suspect the balconies weren't selling on that particular sailing,  but the window cabins were.

I recently visited Puerto Plata Dominican Republic. I really enjoyed it and would consider it an upgrade from Labadee

there are different codes for each. XB is oceanview balcony XN is neighborhood. Ive never seen the availability to chose different guarantees on RC website. But my TA picks Ocean view balcony guarantee for us. 

That's what I remember.  If you book a gty balcony,  you don't get any further choices. So, yes, it can be anything.
