You collect confiscated items when you get off the ship. I've seen tons of weird stuff. Some folks come to the US and do a lot of outlet shopping and have nowhere to store their goods before they hop on a cruise. There was a post on one of the cruise forums a while back that some people traveled to the USA from another country, bought a bunch of stuff like that, then took it on the cruise knowing it would get confiscated.
