Yes, I believe you can.  I have not done it myself, but I've seen people post  here that they were able to bring small fans for the very reasons you stated.  I saw one of those hanging fans in a cabin close to mine.

Yes you can bring a small portable fan. If you want it closer to the bed or on a particular side you can request an extension cord from your room steward. Outlets by the bed are at a premium and are never where you need them to be.

You can see my booked sailings in my signature.  My next cruise will be on the Wonder.

On the Oasis class ships, specifically on the Oasis, there is an outlet under the bed.  You can plug in your fan there if needed.  That's Outlet #4 in the picture.

I bring a 14” fan every cruise (I’m a light sleeper). Only once in 24 cruises was I questioned about it but they did not take it or anything. I have thought about asking the cabin steward though for a box fan.

$15 at Wally World, leave it with the cabin attendant at the end.....repeat. Done for about the last 20 sailings RCI, Princess, MSC. Pack it in one of our carry on bags.
