I got my FCC via email when it was promised.  Sorry to hear you are having issues with getting what is owed to you.

You don't need passports as you can use your ID and birth certificate instead since it's a closed loop US cruise.  What I was attempting to emphasize is to not have those IDs in your luggage that you send to the ship as you're going to need them to board the ship. There have been horror stories of people who packed their passports and then they weren't able to find the luggage on the ship and therefore they weren't able to board but their luggage went ahead on the cruise without them!

All charges are lumped together for your ending balance.  Then they apply the non-refundable OBC as a credit first.  But yes, you can take out non-refundable OBC through the casino because of the way they process it.

Sorrentos and Cafe Promenade are quick places to grab some food.  There's also the dog house tucked away on the pool deck.  If you are okay with paying for food then Playmakers is usually not crowded at that time and has ala carte options.

Sorrentos is on the promenade next to Cafe Promenade..basically it's a counter you walk up to and they hand you slices of pizza.
Playmakers is a sports bar..they even have a free foosball table in there to use! They have a menu with lots of kid friendly sports bar type foods (burgers, nachos, wings, etc.)  Embarkation day is the best time to hit it up before everyone else catches on!

Terminal should open around 10am.  Drop the luggage off and go explore.  San Juan is excellent for this as they typically have an 8pm departure.  You just need to be back and onboard by 90 minutes before departure. 
Absolutely make sure you have your passports on you before giving up your luggage..you don't want to accidentally send it to the ship before you check in!  You also may want to go ahead and checkin after you drop the luggage off so you don't have to worry about it later.

No size limits for the carry on bags except that they have to be able to fit through the scanner.  It fits a pretty large sized suitcase (definitely bigger than the airport scanners).  This is just for the luggage that you are bringing onto the ship yourself.
If you don't need your luggage you can have it directly sent to the room when you arrive at the port.  There will be porters to take the bags and they will end up delivered outside your room by that evening.  There's not a size restriction on that either.

You will get double points for the entire length of the land tour and the cruise.  
We did the 8B land tour and then went on Radiance southbound.  The 8A and 8B land tours have the most train segments so you travel between all of the cities by train.  The other tours rely more on motorcoaches.

What's great about cruising is you can try new things!  If you find something that you may enjoy on the menu order it to try it and if you don't like it you can still order the steak.

Should be Dec 9(?)..whatever the second wave of European releases is scheduled to be.

I do it whenever I get around to it (i.e. when I'm thinking about it and have my passport handy).
No real advantage that I can see to getting it done.  If you don't check in you can still just do it at the pier at embarkation and it only takes a few minutes longer.

Fulton Place Parking garage is convenient.  You pre-pay for your parking reservation at: https://www.neworleansparking.com/ and then you show them your confirmation when you show up.  You can easily walk (about 2 blocks) to the cruise terminal or they have a shuttle.  If you use them, I suggest dropping off your party at the bottom level with the luggage before you park as the elevators are small and slow.  It's much easier for a single person to take the stairs down without luggage after parking.  Then on the way back just send the driver to pick up the car and drive to the port to pick up your party.  Driving is a little further as you have to go all the way around the convention center that is between the parking garage and the port.  You can see how close the garage is on this map.  NCL uses the Julia Street terminal.

Right..you should have been able to swing into Izumi and get up to $35 per person in sushi and then gone to your Chops dinner.  Royal really fails at being consistent with their policies and the only thing you can really do is advocate for yourself on the ship and try to get it resolved at that time.  Of course that means spending some of your precious cruise vacation arguing to get what you paid for. 
Unfortunately it may or may not be the same situation when you try it on Allure. though you will have more options.  

Yuck!  Port Everglades isn't a pretty port to sit and stare at either.  At least you'll have plenty to do and eat! ?
