The Biden Administration implied the Super Bowl was a SUPER SPREADER event,  among other events. ?...Never Happened.  
So I personally would say to the CDC  "COME ON MAN?" .
 

Watching President Biden's address to the nation gave me hope cruising would resume in July.  But after listening to  Dr. Rachel Walensky (CDC director) talk about the US may need to look at another lock down again thanks to people traveling for spring break it is making it hard to hold on to the hope cruising will resume any time soon.  I'm a naturally optimistic and hopeful individual but every time I listen to this new CDC director I get this gut feeling that she is going to stand in the way of the resumption of cruising in this country as long as she possibly can and no one in Washington D.C. is going to lift a finger to help the cruise industry out.

Don’t get me wrong it’s great news but “the news we’ve all been waiting for” is a restart date for US cruises!

My knowledge of Scottish vigilante justice is admittedly limited, but there HAS to be an acceptable loophole here.  What if you purchased it with the EXPRESS intent of giving it away...to a chair hog?

And as we all know, sales people never overhype anything, they leave that to marketing ?

Sounds about right. I haven't heard much about the test cruises etc but initially it was going to be 30-60 days I think after the CDC allowed cruising to start to do the test cruises. So even if that happens in the next few weeks, it would be highly unlikely cruises in June would take place.
 
I think by July or shortly thereafter we will see some movement, at least for US citizens as vaccinations will be all done for a cpl mths at that point.

Based on my experience from May 2020, they canceled the purchases and then I received an email at some point that listed what my onboard FCC was for future use and the related "certificate numbers".  It was broken out by person, so both myself and my wife have individual onboard FCCs (each person received an email).  At some point you will need to contact Royal and have the Onboard FCC added to your future cruise.  

We have not yet added the onboard FCC to a cruise, and I assume a travel agent can do the "foot work" for you.  
There is a lot of conflicting information as to if I can spend the wife's FCC on my purchases and vice versa, but i'll cross that bridge later.  Mostly we only purchase the Refreshment drink package,  so it's not a huge deal.
