Why isn't this in my cruise planner? And will it be 30% off pre-cruise?

Reading your post your arrival is stressing me as well 🙂 

If your current cruise is with a TA you will continue to use then there is no need to do anything.  The cruise will automatically be assigned to them
 if you do not have a TA or want to change them you tell next cruise and they will do a form.  You can name your new TA when booking with next cruise  or you can add your new agent in 30 days.
You have 60 days to book your next cruise booking to keep the Onboard credit (OBC) portion, after 60 days you lose the OBC but the reduced deposit is still good for 10 more months. 

This is the offset for the discount you received for a GTY cabin. You only can control the minimum cabin type and that’s it. Your location and obstruction level are out of your control, somewhat. If you want a guaranteed location or a guaranteed 0% obstruction, you have to pay for it.

If it is a balcony cabin, then yes it's a valid outcome for a balcony GTY.  Having an obstructed view doesn't change whether it is a balcony cabin.  But it does make it less likely that those who paid to pick their room would choose it.  The GTY bookings save money but get the leftovers.
Changing staterooms is a separate consideration.  Yes it's also possible.  Sometimes a cabin becomes unavailable (maintenance issue or a few other reasons) so you get moved.  That can happen whether you are a GTY or a normal booking.  As others mentioned, it's always possible to call and change cabins if there are any available in your specific category.

Yes, theft does tend to save people money.

Please consider that when people do this...nice things get taken away from those who follow the rules when this kind of thing increases...you said it yourself....
 

See this is one of those bent/broken rules it's best not to talk about. Per the rules of the package, no the bar tender is not to give you a drink if it's not your card.
That said, it can get busy and there's not always a foolproof system to verify who is using which card. It happens and I'm sure the increasing cost in the package is reflect that royal knows that.
BUT if at any point you get caught...they will penalize you. Period. Probably by either taking the package from your partner OR by adding the cost of one to your card.
 
Of course all of this is moot if you're planning to get the Deluxe Beverage Package because, in an effort to avoid this, royal requires all adults in a room to buy the package and even if you call for an exemption (medical, religious, AA etc) you will be told to buy the non-alcoholic package. So.....there's really no way around paying for it.

Where is the rip off exactly?

At least you get Sky Class drinks in the lounge from 11am to 11pm on select ships.  Not so all ships. 
Another makes-no-sense approach to the Royal Suite class program.

Christmas & Birthday combined sailing! Hubby & kiddo did this, they wanted to visit Bermuda! Yay, a surprise sailing. They booked an Owners Suite on this ship, we would just have sailed the Adventure in the Royal Suite in June 2024. This sailing it's all about the itinerary once again. To say I was surprised was an under statement. We had a busy Holiday Season so as soon as I realized (while super impressed) I think they booked it at a fair price I called @Sharla. I was still in the booking window to transfer to her...I feel much better now!
Just the 3 of us with college starting 26 August 2024 it will truly be our last sailing for some time.  We are getting some great news pertaining to merit based scholarships so I think that was a huge sway for Cabash/Vintage Magnet. Still stunned, feeling blessed. 
Anyone else on this one? It's Labadee, Haiti; Sea Day, Overnight (2 days Bermuda), Sea Day, Perfect Day/CocoCay-Return PC.

If I really want a chair that’s obviously been ‘hogged’, I take my inspiration from a scene in The Godfather…”Leave the towel, take the chair”.
I’ll move the chair and leave the towel on the floor where the chair was (as long as it’s not a tripping hazard). When the hog eventually comes back to claim ‘their’ chair…there’s no one for them to argue with.
Other annoyances…people who stop and have meetings in choke points, especially as crowds are attempting to move along. Like after the show is over, or in elevator vestibules, or venue doorways, or the Windjammer, or the pool deck, or the casino floor, etc.
People who not only stop to talk in the middle of walkways…but those who also have the habit of ‘spreading their wings’. That’s when they put their hands on their waist and their elbows stick out, doubling their size!
People who come late to the show and slowly walk down the aisle and stop…scanning the crowd for a seat they deem acceptable…blocking the view while chattering back and forth. I really love when the entertainer, especially the comedians, shame them…”Can I get you anything? How about a watch?” or “I don’t come into your cabin at night and interrupt your performance!”
Those that have no conception of elevator etiquette.
But, these are just little annoyances when weighed against being on a cruise.
