The bottom line is that she needs to be responsive to you and she has not been.  Don't overthink this.  She obviously has something that is preventing her from giving you her full attention.

These are private business's and are national companies that will have a policy made from their home office.  As a general rule, private business's can impose rules for their customers - an example would be a restaurant that requires ties and jackets.  These rules will likely stay as long as the CDC rules require masks.
I applaud the state of FL for pushing the issue though, My fear is that the mask wearing will continue long past when it should.

Pretty challenging to say that unvaccinated kids are low risk in school but high risk on a ship.
Either this age group involves risk or they don't.   Surrounded by mostly vaccinated adults it's hard to imagine there is risk.
Test them to board.  Test them mid-cruise.

    I dont believe so.
There's not really any issue with waiting closer to when it will expire, other than a handful of countries that require passports not be less than 6 months from expiration (Maritinique, Russia, and Cuba come to mind).
The issue I always think about is will there be enough time before our next cruise to get it back in time.

I'm hoping they are still negotiating over the language.  I think an exemption for kids that cannot be vaccinated makes sense.  Maybe they don't count towards the announced percentages. We will see.

Port Canaveral begins vaccinating cruise ship crew.
    https://www.floridatoday.com/story/money/business/2021/04/30/port-canaveral-becomes-first-u-s-port-start-vaccinating-cruise-crews/4896178001/
Port Canaveral on Friday became the first U.S. port to coordinate COVID-19 vaccine distribution to cruise ship crew members, in advance of a possible return to cruising in July.
The U.S. cruise industry has been shut down since March 2020 because of the coronavirus pandemic.
The vaccination of crew members will help accelerate a return to cruising.
    ---
It is expected that a number of other cruise ships will be docking at Port Canaveral in the coming weeks, so their crew members can receive a COVID-19 vaccine.
    ===

It also is possible that cruise ships not typically at Port Canaveral will be docking there so crew members can get vaccinated aboard the ships.
Port Canaveral said it developed its vaccination procedures in cooperation with the Parrish Healthcare Center, Canaveral Fire Rescue and cruise lines' medical personnel.
The port said up to 1,000 COVID-19 vaccination shots a day can be provided to vessel crew members, as well as to shoreside and waterside support personnel.

One unvaccinated person infected on a ship will blow up in the media and end up costing cruise lines hundreds of millions should the CDC step back in and declare them closed again.  Just the bad press from a claim of an infection from a cruise will cost all cruise lines a hit to stock prices and a drop in bookings.  That's a direct hit to their bottom line.
The absolute last thing any cruise line can afford is a case or claim of a case aboard a ship.
I respect everyone's individual choice for or against getting a vaccine.  I also respect a business having the ability to establish policy to protect itself from a crazed media eager to see it fail.
To that end I hope cruise lines establish a vaccine requirement.  They need to do so to protect themselves.
I'd really like to see a common sense policy of 100% vaccinated crew and guests with masks only required until you step your first foot onboard the ship.  At that point the mask comes off and the party begins.
I understand this will impact families with members that can't or choose not to vaccinate.  Unfortunately until this virus has moved past society that is an unfortunate outcome.  Once protocols are no longer used anywhere on land they can be removed from ships as well.  At that point all are welcome back on board just as they will be everywhere on land.
Cruising is NOT a constitutional right and businesses must be free to take whatever steps are necessary to operate and protect their brand.
For those that choose not to vaccinate, including friends I have, that choice comes with consequences like not being to enjoy a cruise.  That is your right to choose, don't take this personal, it's not meant to be an attack but I'm ready to cruise and the safest way to make that happen as quickly as possible is to require a vaccine.

As usual, you are correct.  I will take it one step further. The only reason I care at all whether others get vaccinated is because I know that the CDC/Politicians/Private businesses will keep all current restrictions in place until the cases and hospitalizations drop to zero.  Vaccines will hasten that process.

If we are all forced to wear masks because some choose not to vaccinate or a cruise is forced to end early and every one must quarantine in their cabin because one unvaccinated became infected.

And they may have a point.  According to The Economist a 15 year old male who tests positive for COVID-19 has under a .01% chance of death and a .6% chance of hospitalization.

But I don't want to drag this into covid politics, so I won't comment further.

I'm guessing that the 98 and 95 percent will allow for some with legit medical exemptions.  The problem would be children under 16.  They are currently ineligible and would certainly not work with those percentages.

I agree, if we have not achieved "herd immunity" by November it will only be because some people chose not to vaccinate.  At some point, we will need to decide as a society how to deal with that situation.  I don't think those that do vaccinate should be held back from resuming a normal life by those who don't.

Remember, a lot of people (some estimate 40-50%) have had COVID. Not everyone needs to get a vaccine in order to have immunity - and achieve herd immunity. I don't get a flu vaccine if I have already had the flu.

This is the biggest single issue for me.  I have no problem with wearing a mask in indoor areas but will be unhappy if we are wearing masks outside.

It's a carrot to motivate vaccinations. Unfortunately they have proven themselves so far out of touch it's a carrot being dangled from a stick in a desert absent of any people.  I'm quite confident they all giving high fives around the office about what great things they've done.
If a carrot falls from a stick in a desert, does it make a sound?

This latest CDC guidance that it's safe to walk around outside and take a bike ride without wearing a mask gives me a lot of confidence that I made the right decisions to do both actions many months ago and I'm glad I live in a free country where I was able to make those decisions for myself, by myself.
It may have taken the CDC a little long to reach the same conclusion I did but I'm confident they will eventually come to the same conclusion I have regarding cruise ships and how safe they are given the current situation.  Just wish I lived in a free country where I could make that decision for myself, by myself.
