Same on the ship, certain drinks are in souvenir cups. Shots offered in the MDR. Those are not included.
Bottom line, just ask. "I have the drink package, is this included?" Bartenders are so used to this question, they never try to trick any one. They'll tell you if it's included or if there is an additional charge above the DX.

EDIT: Unless there's actually a way to make them better. I mean, this is the head chef who actually made Sorrento's pizza fairly decent. Imagine what he can do with something that's already at the level of "OMG!"

CONFIRMED! #WonderOfTheSeas (海洋奇迹号) will set sail on her maiden voyage from her homeport in Shanghai on 23 March 2022 for a high seas voyage.
Royal Caribbean International China will unveil Wonder in a live broadcast on 20 April 2021, with voyages expected to open for booking shortly after.

I didn't say it would or wouldnt, but I am far from the first person to wonder if the no vaccine requirement law would have an effect.
Section 2 of the EO he signed (which was the precursor to this law) prohibits businesses from requiring their customers to "provide any documentation certifying COVID-19 vaccination or post-transmission recovery to gain access to, entry upon, or service from the business."
Given what we saw last week from CDC, it would seem the new law and the CDC's opportunity for mid-July cruises are diametrically opposed.
I'm not a legal or business scholar, so who knows. But by the looks, it MIGHT have an impact.

With a key lawmaker saying he recognizes that vaccine hesitancy is "real and understandable," the Florida House on Wednesday approved a measure that would limit local emergency orders and make permanent Gov. Ron DeSantis’ executive order barring COVID-19 vaccine "passports."
The House voted 76-40 to approve the proposal (SB 2006), which Pandemics & Public Emergencies Committee Chairman Tom Leek, R-Ormond Beach, said would prepare Florida for the next public-health emergency while striking a "delicate balance between protecting people and protecting people's civil liberties."

I just read NCL's response to the CDC's newest guidance and it looks like they agree with you on this, there CEO is saying at least for NCL a July resumption is unlikely at this time.

I'm no expert but I would suggest if you are serious about taking a European cruise that you look at 2022 and not bother with 2021 at all. Even with Europe potentially reopening to Americans there could still be restrictions put in place by local governments on who can cruise out of their home ports.
Israel is a perfect example, the country has already begun a phased reopening to Americans and by July Israel will be fully reopened to fully vaccinated Americans. However, if one thinks as a fully vaccinated American they will be able to sail on Odyssey out of Haifia one would be greatly mistaken and I think the same is true in the UK which is also making plans to reopen to Americans. I think the only people who can book a cruise on Anthem out of the UK for now are UK residents only.

I can see the cruise lines trying a simulated voyage and maybe even offering one ship using a 98/95 rule from somewhere other than Florida.
They need to show investors they tried.
I expect no simulated voyage to pass on the first attempt. The CDC will find something at fault.

I've come to sad realization there will be no cruising from the US until the public health emergency is over.
I'll be surprised if the FL court case changes the outcome and the CDC is clearly far out of touch. The CSO was never meant to allow cruising.
I'll do that one better.
The CSO is going to be extended, if it can be.
So long as there is a public health emergency the CDC will stop all US based cruising.
If anyone desires to cruise, look beyond the shores of the US.
