The drink package would be the least of my worries if I had to share a room with my 18 year old twin daughters.

We are booked on the Adventure July 17, 2021 cruise out of Nassau. The drinking age in the Bahamas is 18. My 19 year old daughter was able to purchase the Deluxe Beverage Package which appears to state 18+ (See Photo). Also, on the all-inclusive beach day excursion it states that guests must be 18 to drink. My guess is that because the ship’s home port is now Nassau, they can follow the laws there.

Our youngest and I were in Cozumel in Jan 2020 when he was 19.  We did the atv/cenote swim excursion through Royal, and after we got back from riding, he had a couple shots of the tequila they sample.  It wasn't an issue......actually, no one seemed to care one way or the other that he was over 18.
I wasn't with him when he went up either, so it wasn't like they saw he was with a parent.  I don't drink anymore and have no interest in learning about the different types of tequila available in Mexico.....Jose Cuervo and I stopped talking a couple decades ago. ?

For excursions I have booked when I was 18-20 and my sister was the same age we were able to drink on royal excursions. I remember doing this in Cozumel and roatan specifically. We are Canadian and from a province where the legal drinking age is 18 so it was weird going on cruises when you were used to drinking where you are from.

I would prefer a catapult system attached to the chairs. "Five-minute Warning" at 55 minutes, If you and your belongings aren't removed or renewed at the 60 minute mark, you/your belongings get launched! ?

    Include the casino.  Interesting idea.
I think the problem is some people don't want certain things.  Wifi is a good example.  A lot of cruisers don't want to be connected on a cruise vacation.  If they bundle it into the price everyone pays more including folks who don't want it.
Celebrity went "All In" and in the process lost me a potential guest.  Pay more for stuff I'm not going to use?  No thanks.
Sometimes I cruise and I don't spend a dime more than the price of the cruise and gratuity.   If Royal went "All In" they'd lose me too.

I wish it was easier to do "mock bookings" online to plan out cruise costs.
First, you can't get to the breakdown of the "final cost" of the cruise (including the total cost of the prepaid gratuities, fees, taxes, etc and any discounts applied) without putting in personal info. I just put in fake info just to get past this page but it's annoying nonetheless. And the annoyance continues when you try to re-price after booking since you have to go through that process all over again when there is a sale. Also, you can't get the cost of things like beverage, dining, or spa packages until you actually book and see the prices in the cruise planner. You can make guesstimates, but prices for these things vary ship-to-ship, sailing-to-sailing. I'll happily concede my points if these are no longer the case.
My wife and I watch every single penny that goes into and out of our lives so we like being able to get the "big picture" cost.

And if we are talking about FCCs, If i pay for my family, I wish they would give a total FCC and not individual FCCs per family member.

In the spirit of keeping this to defining the "most" frustrating thing...
    Inconsistency.
Different ships, different crew members, different agents implementing the same thing differently.   From the suite experience on newer ships with Royal Suite Class, to one ship allowing Johnny Rockets with the UDP while another won't,  to a loyalty ambassador who implements their own version of the program rules and everything in between.
Pick a policy, process or procedure and apply it equally across the fleet.

So RC is advertising drink packages to use at CocoCay on our Odyssey sailing in September 2022. Not unusual you may say; just one detail however... the sailing is 8 days around the Greek isles out of Civitavecchia (Rome).
Eastern Med + CocoCay... now that's what I call a once in a lifetime itinerary! ?

Meanwhile American Cruise Line is operating 6 of 13 ships now:
    https://www.cruiseindustrynews.com/cruise-news/24811-american-cruise-lines-has-six-ships-back-in-service.html
And has plans for full fleet sailing this spring:
    https://www.travelweekly.com/Cruise-Travel/American-Cruise-Lines-US-ocean-cruises?ct=cruise
It's trick to license the ships under 200 passengers so they escape the CDC orders.
One ship has been sailing since March 13 and the sky hasn't fallen.
Proof again that ships can sail with protocols.
ACL has taken baby steps for us with their small ships and proven it can be done.  Time to step up to bigger ships.

My bookings are still in the old format but I can open two tabs - one showing the current cruise planner and the other showing my order history - and then toggle between the two.
Not ideal I know but hopefully the same will be possible with the new one to show you what you need to see.

We also would like to give a thumbs up for Michelle as well! We have been working with her for a few years now and she is always there when you need her. When the pandemic started we had to cancel and lift & shift several cruises and she made the process a whole lot easier and less stressful for us.
We have recently booked a Panama Canal cruise and Michelle was able to find us prices that we never would have found on our own. For this, we are grateful. So in agreement with Bob, she does make miracles happen!!
