This act needs to be expanded with fresh eyes looking at the whole country.  
The US is too big for a one size fits all approach.  Just as the CDC doesn't make rules or regulations for school health related matters these are left to each state to consider CDC guidance but in the end each state establishes their own laws for them.
The CDC should be put back into the bottle and be contained to an advisory role with absolutely no police powers to establish blockades or bans for anything including cruise ship operations.  A one agency federal police force with no oversight from the states involved doesn't work and should be considered unconstitutional even during a public health emergency.  
This needs to be fixed before the next public health emergency arrives.

I get not allowing kids on cruises. I would hope RC just refunds us if that happens instead of continuing with the endless FCC madness. We'll never be able to sail as our kids are very young and the vaccine won't be available to them anytime soon. So what can I do with FCC that I can't use on them? While I would love to, going on a cruise without them is not an option. 

While families may not like the NCL approach, it has boxed the CDC in and can be used against the CDC in the Florida lawsuit.
When the CDC doesn't respond or declines the NCL request it's another example of the CDC double standard and how they are targeting one industry while letting others operate with only simple recommendations.

I'm in favor of anything that moves the needle towards ships restarting.
I'm not still not clear under what tort they are suing, but it's good to see more support for cruises.  I think we call felt that for much of 2020, it was cruisers vs the world/CDC.  Now it seems that narrative has shifted considerably.

I've liked DeSantis because he throws it back in the face of the press when they take things out of context...I like him even more for suing the CDC...if any Floridians want to send him to TN so you can take our loser governor, I am into that.

I think it's promising but...  In an ideal world to reach the target date of July the cruise lines need to start preparing now, not in June.

Royal Caribbean does not want its guest to leave the casino to have a smoke.   They want you to stay in there as long as possible so they can drain a few dollars from your bank account.   Also I've noticed when they are fueling the ship the only place smokers can smoke is in the casino and they take it very seriously.   On the newer larger ships like the Oasis Class and Quantum Class they really do a good job of pulling in the fresh air into the casino.
Although I don't smoke, I don't think cruises should be 100% non-smoking that sounds like it would be hell for anyone who smokes.  And having a 100% non-smoking policy only forces people to hide their smoking (smoking in cabin, public bathrooms or on their balconies) which could lead to unintended consequences.  I'm willing to bet apples to oranges the reason Carnival relented was because they were discovering guest were still smoking onboard.  So why not dedicate several areas on the ship as smoking sections and for those of us who are nonsmokers if we choose to venture into the smoking section then we are choosing to deal with cigarette smoke.

I was looking for Del Rio quotes specifically.  Not because I think it will make a difference, but because of the "theatre" (not something I can go to these days).

I think we all should exercise a lot of caution with respect to sharing personal health choices and information with any private business.  
If a sports venue or movie theater starts building a database with my health information that may seem innocent enough for this particular virus but where is this going?  Will information be used to target sales and promotions?  What about discounts?  Will my health information be shared or sold to other businesses so a different unrelated business can target sales to me?
It's one thing for a government to request vaccine data when someone arrives for entry into a country.  It's another matter when private business begins requiring this data as a condition to enter a business or purchase a service.
I avoid many social media platforms for this reason - they are really just trying to gather a lot of personal details about you.  What they do with that information is the real danger.   

Why does a vaccinated person care or need to know if another person is or is not vaccinated? I’ve had the vaccine so I don’t care if Joe Blow didn’t get it, because I'm protected. Just like I get a flu shot but many people do not.  
 
Sorry I for one oppose vaccine passports. What’s next? Let’s have mental health passports we should know who takes Prozac or other drugs used to treat depression, schizophrenic, manic depression or even Alzheimers. Majority of mass shooters took these kind of medicines. Right on label it says can cause psychotic episodes so hey maybe people on them should not be allowed in crowds. I know it's easy to say that absurd but it's a slippery slope we are traveling down.

Requiring a Vaccine passport means someone who is opposed to getting vaccine will Basically have no choice. A 25 year old women who may want children has to have a vaccine to participate in society. Even though no studies have been done on the vaccines effects on reproductive organs or unborn children. The FDA has not even approved these vaccines. They have only authorized them for emergency use. 
My Goodness it's frightening to see how easy people buy into the propaganda & fear they will give up their liberty and control. What's especially funny is so many now cry that you shouldn't need an ID to vote.....yet want you to show proof of a medical procedure! Where is the my body my choice crowd?

We are in phase 2a.  Phase 2b is the simulated voyages. 
CSO introduced: Oct. 2020.
CSO phase 2a details provided: Apr. 2021.
I'm sure the phase 2a approvals leading to phase 2b simulated voyages will be approved promptly.  By CDC standards prompt is between six and eighteen months.
