I believe it's still the crew that needs to be vaccinated.

The last time that I sailed, I would rarely remember to bring the Cruise Compass with me when I left the room.  Not trusting the app I usually used the interactive giant tablets near the elevators to get current information.

It's news and a rumor, and I am sure more will come as the day progresses. I am not surprised given all that's going on there.... I was a bit surprised that Royal even put a ship out of Israel given the history of violence in and around that country... unfortunate what's going on there now...

I went on a cruise one time and they did not have escargot! They told me there was a worldwide shortage of the little guys. 

Let's be clear.  The CDC is not saying everyone can discard the mask.  Only vaccinated can discard the mask.  
If Florida doesn't allow the cruise line to ask the question, the cruise line has to assume everyone is unvaccinated therefore everyone must wear a mask.  Furthermore there is no way the CDC is going to green light unvaccinated and unmasked cruising right now.   
To be clear I have no issues being around unvaccinated.  However I am not going to put the mask back on so they can join the party.    If they want to take the chance that's their choice but don't expect me to mask up to accommodate them and that would be the only way the CDC would allow cruising to occur without requiring vaccines right now.
  

Another angle would be to pull a CDC.  One set of rules for vaccinated, another set for unvaccinated.  
If you are willing to show proof of vaccination, these protocols apply (very few).
If you choose to not show proof of vaccination, these protocols apply (including wearing masks, etc).
This way they don't "require" proof of vaccination.

Continuing this to its ludicrous conclusion, when the mask is removed for a bite, you have one hand holding each string. So you must have a sterile bag to place the mask in, and ideally someone dedicated to mask handling (obviously with their own mask and gloves) to place said mask into a sanitary ziploc bag of some kind, and to remove said mask from the bag when the bite is complete. Even if one transfers the mask to one hand, how much time will it take to place the mask back in the bag, and remove it again once (fully masked) chewing is complete? 

The CDC is a joke.

By their own guidelines (which are only for when you are home, you might note), you should wash your hands immediately after removing your mask. So to follow to the logical (read illogical) conclusion, you should hand sanitize before every single bite. But hey...Science (Trademark CDC, 2020)
