I've only had bridge tours available since the restart as a suite guest. No galley or backstage tours.

Connecting internationally into a major airport I wouldn't want less than 2 hours. Now if the airline lets you book a shorter layover, then theoretically that's enough time. But customs lines can get backed up for no good reason plus some airports (I'm looking at you Chicago) it feels like you walk 5 miles to get to the customs area once you deplane.

Is this to better align billing? Or is just a matter of where people want to sleep?

There's no correlation between when you drop your luggage and when you board, so you're fine.
