It appears only the "extra" amount over and above your cruise fare will be turned into OBC. Since you likely have multiple different FCC certificates, you just apply the amount you need to cover the cruise and keep the rest for later.

Easiest is to exchange dollars for pesos at the airport, if you're flying. Pesos are so common that any airport that has accommodation exchange will have them available. Then you can just do a small amount if you like as well.
