There are all kinds of scenarios.
Maybe they have medical equipment like a CPAP or medication.  Never a good idea to check that stuff, better to carry it on.  But who wants to drag that around?
Bringing bottles of wine?  That goes in carry on, which is a drag to haul around for a few hours.
Maybe you are @AshleyDillo bringing someone all the crystal blocks she doesn't want.  Why drag them around?  

The thing I don't get about the Key luggage perk is why anyone would need it?

I know.  I so much want your Wonder cruise to be great and I really think it can be.  I have seen your excitement wane since you created your highly anticipatory username until today as real and rumored cuts have been announced.  Try to leave it all with your dog when you drop them off and embark on your cruise for what it is and either enjoy it or hate it for what it is.  The time for imagining how it's going to be is over.  Step into your flip flops and let the experience be what it is.
I know we're on the opposite side of a lot of discussion lately, but I really and truly want your cruise to be great.

We have approached the different restaurants and asked for a discount onboard - we usually get 20-30% discount.

what works best for us is if we keep ours pretty simple and then we can use the cards on multiple sailings 💚

Actually, this is exactly the format where fans discuss what Royal does well and can improve on. Knowing that the line yanking your cruise at any moment is a possibility is a great topic to discuss if for nothing else letting all know that while very unlikely, it is a possibility. From those that responded it seems that it's not too uncommon and does happen from time to time. I'm glad to listen to somebody who was disappointed by an action that would no doubt disappoint the majority of cruisers here. Especially those that are new to cruising or don't get to cruise as frequently as others. 
Also, as somebody mentioned, the "they all do it" excuse is such a cop out. While true, it doesn't mean it's right. We book and put money down with in good faith that the company holds up their end of the bargain. For them to go chase a more lucrative deal and abandon their promise after we've spent time working and planning towards that vacation is simply not kind. So who cares if "they all do it", because, "they all shouldn't".

I think it was incredibly informative to know why this potential cruiser felt this way. From the many responses it seems that others knew this was a possibility and were at least irritated by having had the same experience. Maybe instead of sarcastically dismissing the OP, we could be more empathetic to the issue they encountered and discuss the occurrence of it happening at Royal and across the cruise industry and how disappointing it is. Wait, for the most part that's exactly what happened. As a huge plus, with the amount of views that post has garnered it's entirely possible that someone who had no idea that this type of cancellation was possible would see now that it is possible, and at least be mentally prepared for the unfortunate event in the future. 
Tell me, where does a glowing trip report get somebody? Nowhere right? But it's a lot of fun to read and often super informative to help us build towards our own perfect cruise, right? Same thing here, but unfortunately this experience is a negative.

I just got a fare refund on a casino comp that I upgraded (again).  The upgrade cabin category was actually cheaper than the original upgrade booking and to my amazement, they actually refunded the difference !  I figured they would upgrade me at no cost but I never EVER thought they would actually refund me the difference.
This is for the 8-20-23 sailing on Wonder.  This is Dan's annual tier comp.  We had originally upgraded our "regular" interior to a Central Park interior view (never been in this category before) but today the Central Park balcony (a "629" double balcony) was actually cheaper than the CP interior so I called and changed rooms and will get $98 back !  WOOHOO !

Lightning isn't going to strike you if you step foot on Florida soil. You can make it from the airport to the port before you start to melt 😀

I and others are still waiting to hear what's happening with our Freedom sailings in November/December 2024. They've been off the website for weeks and everything points to her doing her required dry dock in that period, including a booking at the port of Funchal in November that pretty much confirms this hypothesis.
But we have yet to hear anything from Royal and those who contacted them have essentially been given the run-around, which is not fair because it prevents you from making alternative arrangements far enough in advance that the prices are still reasonable. Obviously it's way too far out for anyone to have air booked yet but, even so, a couple of the apparently affected sailings are holidays sailings that will be extremely difficult to replace closer in.
I used to work in tourism and the one thing we held as gospel was always to keep our guests informed. Even if you have nothing new to tell them, you go and tell them precisely that, and you keep doing it until you do have some news for them. Nothing stirs up a beehive of discontent more than people feeling they are being ignored and disrespected.

Lots of reports of this from March 2020 into summer of 2021.

I also vaguely remember it seemed to be going the wrong direction as I barely made it to Aqua suite.

We did it! We drove into the city, parked, went in and applied! Seriously wasn’t as bad as I thought and took no time at all. Now drinks!!

Just a note about Royal emails.
Every single email I ever get from Royal Caribbean goes directly into my trash can.  I've tried, unsuccessfully, to get that fixed.  I know that I have to check my trash every day to dig out "good" emails, such as those that come from Royal.
So it's possible that the OP's friend did get emails but that they were never seen.  It truly sucks !

Glad there is a solution albeit a more expensive one. Tell her to keep checking the cruise planner. We’re currently on Wonder and the drink package went from $72.99 (where it’s been stuck for 9 months) to $67.99 last week, a few days before we sailed.
