What should I bring in place of her expired passport so that she can get off and on the ports (Bahamas, Cozumel, Roatan and Costa Maya) with no issue? This is the most correct answer technically. I have done this with a 14 year old and had no problems on a closed loop cruise with only her birth certificate. They will question your kid that’s under 16 in customs, just to make sure they aren’t being trafficked though. The questions are friendly and age appropriate, so nothing to be scared of, but it will happen so don’t be surprised or upset when it does.
