    I watched the Port of Galveston Trustees meeting today and heard the following items of interest:
    The Port Director stated "Royal Caribbean insists they will begin construction on Cruise Terminal 3 on April 1st (2021)." Other Cruise Terminal 3 updates: The design of roads and infrastructure for the East End Cruise Corridor is ongoing.  This includes roads to Terminal 3 and roads to a potential future Terminal 4. Design of utilities to support Royal Caribbean's Cruise Terminal 3 is 90% complete. Traffic study is 90% complete.  The study will recommend upgrading Old Port Industrial Road to accommodate traffic to Cruise Terminals 1 & 2, and using Harborside Drive for traffic to Terminals 3 & 4.  The traffic study determined that a lot of vehicle traffic arrives at the port from hotels along the beach, and it seemed to be a surprise to some Trustees that people spend the night in hotels the night before a cruise. As I speculated back in April, the Port is planning for a "potential" Cruise Terminal 4 in their planning and design.  Nothing has been announced about a 4th Cruise Terminal. I announced earlier this year that building permits for Cruise Terminal 3 were already approved by the City of Galveston. The Port Director participates in online meetings with other Ports and the major cruise lines.  What he's hearing: Most COVID precautions will be similar to what we are already doing on land. The main focus is on getting on and getting off the ships: keep people with COVID from getting on... and if someone does get COVID while aboard the ship then get them off ASAP. CDC is finally talking to the cruise lines. Disney will limit the number of people in the terminal by enforcing check-in arrival times.  They will limit ship capacity to 70%. The Port has signed a contract with Lyft that charges passengers $2 per pickup and $2 per drop-off.  Uber has declined to sign such a contract and has been informed that they (Uber) are not allowed in the Port.     The news that Royal chose to delay the construction of the new Galveston terminal has been out for several months now. 
    Why the sudden rush to slam guest over to Liberty?
    They are days or weeks from figuring out where Allure will be moved to.  Some claim to already know but they haven't made Allure bookable yet.
    Why not wait until its known where Allure will go and offer guests the option of staying on her?  Seems like a win-win as another choice.   
       A. Do nothing and enjoy the wonderful Allure of the Seas from her new home port in XYZ.
       B. Enjoy the beautiful Liberty of the Seas who will remain in Texas where guest have grown to love her.
       C. Since we made the choice to cause this unfortunate situation you are entitled to a prompt full refund without hesitation.
       D. We have a number of other ships sailing wonderful itineraries.  We'll gladly move your deposit to any ship in any cabin based on prevailing rates.
    Wow, what a nice presentation of choices.
     
    Instead they went with:
       You are now on Liberty like it or not.  It's not negotiable. 
       Oh wait, this is blowing up on social media for some strange reason.  Okay fine, you can have a refund but you're going to wait a long time for it.    
     
    Come on man!

    The other things that bothers me in this NRD conversation is why should that be a factor when Royal is cancelling the cruise?
    They cancelled the cruise.  I didn't. 
    I still want to sail Allure even if it isn't AMPED on that date.  I'd even fly to Florida to do it.  Change home ports, just let me sail.  Nope. Royal won't let me.
    So given this is all on Royal, why should I have to book refundable?  
    It seems the motivation and reasoning to book refundable is to protect yourself when Royal is being completely unreasonable when they decide to move me to another ship and downgrade me to a vastly inferior cabin compared to what I booked.  Hmmm.
    I respectfully disagree that the "solution" to this issue would have been booking refundable.  A reasonable company wouldn't have put me in the place they did in this scenario.  
    A guest should be able to book a non-refundable fare and maintain an expectation of being treated fairly when the company chooses to make a drastic and unprecedented change to the booking.
    Allure is going somewhere on my date.  They aren't scuttling the ship.  Someone will sail in my cabin on that date.  Why can't it be me?

    @twangster you might want to try your luck.  Someone in another group lost her ATS on Allure and they moved her to a JS on Liberty.  She fought it and now today they moved her to an ATS on Symphony, she had to move her sail date but they kept her pricing the same.  YMMV

    Keep an eye out for your email from Royal.    They are rolling reservations on Allure Sailings from Galveston to same date on Liberty - price protected.
     
    I was on (what would have been) the inaugural 4 day from Galveston.   Royal switched me to a. 7-day Liberty cruise.    This is the one exception to the same date switch.   The old 4 day was on Nov 10.  The 7 day will actually be November 7, 2021 voyage.

    In that other thread you posted a graphic showing that 35% of all cases are asymptomatic.  These people don't know they are infected and never show any signs of the infection but carry the virus and spread it to others.  
    The other use case involves presymptomatic individuals.  These are people who have become infected but they haven't shown any symptoms yet but eventually do.

    Asymptomatic carriers, overall 35%
    Presymptomatic carriers 40% - with a mean time to show symptoms at 6 days.  For 6 days days people in this category have the virus and are capable of spreading it but have no idea they are infected. 
    The purpose of wearing the mask is to slow the spread from asymptomatic and presymptomatic carriers.  These are the individuals who don't know they are infected.    
    We need to reopen, we all see the devastating impact of shutting down the economy.  The virus isn't over so how do we reopen while the virus is still aggressively spreading?  The wearing of masks is a simple action that allows us to move forward and reopen more safely while taking steps to reduce spread resulting in fewer deaths.

    Galveston's Port Director will present his monthly report to the Board of Trustees on Tuesday.    There are some very interesting items in the report:
    The Port is working with Royal Caribbean on the possibility of receiving Anthem of the Seas at the current Cruise Terminal 2 A decision on approving Royal Caribbean's request to delay the new Terminal 3 by one year is on the agenda Target completion date would now be September 1, 2022 Royal Caribbean management has reiterated that Galveston is an integral part of Royal's strategic plan Cruise Terminal 3 progress is continuing even during the Covid-19 crisis: City of Galveston has approved the building permit for the cruise terminal building Phase II Environmental Site Assessment shows no significant concerns Utilities design is ongoing and will be complete in June.  Roadway layout is under development and traffic study simulations are being incorporated  Ready to issue a contract for wharf repair design work Construction work is ongoing to relocate existing operations to make way for Terminal 3 The conceptual plan for the East End Cruise Corridor (shown below) includes not only the new Royal Caribbean Terminal 3, but an additional 4th cruise terminal at the current Del Monte terminal.

    Well, looks like a delay for Terminal 3.   Capitol Project on hold; due diligence period extension to April 9, 2021 requested by RC.

    Completely  understandable as a business decision, but I was sure looking forward to my Allure cruise next November.     Now the guessing begins - will Liberty of the Seas fall 2021 schedule be redeployed back to Galveston?

    I have seen no announcement on any changes at Galveston so far. Your point is a good one and in these times anything seems possible. The contract has been formally signed and construction was scheduled to begin next month. I don’t know what contractural ability Royal would have to delay or cancel at this point.

    Wow, big news for Galveston on the Short Caribbean deployments!  Adventure returns to Galveston newly Amplified and will sail along with the Amplified Allure beginning in Nov 2021!  And the newly Amplified Explorer will sail from Galveston for the Summer of 2021!

    are now available to book (Nov 2021 to April 2022). There is a 4 night sailing, then  all the itineraries are the same: 7 day cruises leaving Sundays, going to Roatan, Costa Maya and Cozumel.
    I'm so excited we are getting an Oasis class ship in Galveston!

    Confirmed with NextCruise on Oasis today: first Allure sailing from Galveston is 10 Nov 2021 four day to Cozumel, followed by a 7 day to Costa Maya, Cozumel, and Roatan on 14 Nov 2021! Hopefully available for booking in a few days.

    Royal announced 2 weeks ago plans for Liberty in 2021 Galveston, then Miami:
    “ Adventurers looking to cruise from the Lone Star state in the summer on 2021 can sail on board Liberty of the Seas roundtrip from Galveston, Texas. The guest favorite will set course for the Western Caribbean on 7-night sailings before she transitions to Miami for the winter to offer 3-and 4-night Bahamas and Perfect Day at CocoCay itineraries.“
