Whatever happens to be open. Depends on which ship as well. Usually if the ship has a Playmakers they are open for sure.

Check the Cruise Compass section for one from your ship. It shows the restaurant hours daily in them.

By "departure" do you mean boarding day or leaving day?

On boarding day I think Chops is most likely to be your primary choice.

On leaving day, you won't be on board late enough for lunch as they clear (read: empty of all passengers) the ship usually by 10AM or so.

Most ships, especially smaller class ones, won't have Chops available for boarding day. It will most likely be Jamie's, Izumi and on Oasis and Quantum class, Chops will be available. Keep in mind the lunch time is usually 12/1-2:30pm, therefore spots are usually very limited. 

If you are talking about the last day of a cruise, you will have no options. WJ, Cafe promenade, and MDR will be the only options (on larger ships they may the Solarium bistro, Park Cafe and 270 open) and they close by 8:30am.

People submit copies of their daily Cruise Compasses (the ship newsletter) and Matt shares them at that link. Sort for Indy and then look for a sailing similar to yours. That should give you a good idea of what to expect.
