Also depends on what you mean by shuttle bus. Like for mobility purposes to get you off the pier? Or a free taxi to take you into town?

Did they change it in the last couple years? In 2022 they just had buses lined up to take people into town. You didn't need to book anything

If you really want to snorkel, I'd book a tour at one of your other stops.

Your workaround is to right click on the page, click Inspect. It'll bring up the window like I put in the screenshot above. The highlighted line, right click on that and click delete or delete node or whatever it may be for your browser. Then you'll be able to click on the cruises. Just note you'll have to use this workaround each time you load the page. Kind of baffling (but maybe not) that RC isn't putting all hands on deck on this.
