Not on the ship, because theoretically you are not roaming, you are in Airplane mode but texting will still work through your WiFi connection, there is also a feature on most smart phone of WiFi calling but I have not done that yet, so I'm hesitant to comment.
If you don't activate an International plan, then yes if you turn your phone on while in a port, you will connect to that islands Cellular carrier, and you would be roaming.
Your cell phone is constantly exchanging data with the cell network, so with your phone on without a plan you are "Data Roaming" even if you don't physically use you phone, I have seen horror post on blogs where people returned from a cruise and had thousands of dollars of data roaming on their cell phone bill, much more cost effective to pay $30.00 for an International plan.

I love the refrigerator magnets!  Where can I find them?

Voom is on board WiFi connectivity to the internet, you can either get "Surf" and/or "Surf and Stream", I personally get the surf and stream for my wife so she can keep up with Facebook and other things on her iPad and Smart phone. I turn my phone off and leave it off, I'm on vacation.
My understanding is that texting is the way to go, it is the most cost effective way to communicate, done with Voom. I'll ask one the other more technical members to add in, I think it is best that you leave your phone in airplane mode so that you are not accidentally using data/Roaming data while on the ship and when you get into port. if you want to use your phone in port, make sure you activate an international plan with your carrier before you leave depending on where your cruise is traveling to.
Pinging @twangster and @monorailmedic for their input. I have also attached an article for the Blog page.

Write something on the whites of the eyes.  Names or something else if you are concerned about privacy, just something so that the ne'er-do-wells are discouraged from poaching.

Eh... a quick bar stop detour sounds pretty reasonable.

The Titanic Soundtrack, Wreck of the Edmund Fitzgerald, and the Gilligan's Island Theme are some of my pre-cruise favorites.

Hot shower, hang clothes, close bathroom door.  Works better with wrinkle release applied first.  Oh and BTW, real men do it too.

Since I do everything you suggest, I will go buy the luggage tag holders. I do sometimes learn from others. I don't always have to pee on the electric fence for myself! :-)

Judging by all the jackets, that looks like Cape Liberty.
Regardless, stick me in that mess any day if that means I'm getting on a cruise ship shortly thereafter!!!!

Thank you so much, Skid.  We've been looking at the excursions offered on our sailing on the web site and it isn't nearly as complete as this is.  There are quite a few on here that aren't listed on the site.

Someone on another board posted this great link and thought I'd share it here. You can search for any particular sailing and see all excursion details and list prices. I posted this on the discussion board also.

Not to worry, put it as one of the things at the top of the list of things to do when you get on the ship. Go to one of the specialty restaurants, perhaps the one you want to go to on the first night, and they will get all your reservations sorted out for you for the entire cruise.
It would be nice if Cruise Planner worked like we think...but it doesn't.
