Do I need a passport to go to Costa Maya Mexico, and do excursions?

Leaving from Galveston Texas and going to Cozumel, costa Maya Mexico, Roatan.  Do I need a Passport?

You do not need a passport.  You can bring your driver's license and original birth certificate (with the raised seal).  This is allowed for closed loop cruises and land border crossings into/from Mexico/Canada.  

I would recommend a passport because you could not fly home from any of the ports in the event of an emergency.

This answer is correct assuming you are a US citizen.  It also applies to closed loop travel to most countries in the North Western Hemisphere

Note that the US Embassy is nowhere near the cruise ports in Mexico should you need documentation to fly home.  Several hours by car.

We used to cruise without passports, but got them specifically because our next one is to Mexico.

You don't need to go to an embassy. A consulate / consular agency will be able to help in an emergency. There's consular agency in Playa del Carmen, just across from Cozumel on the mainland, and in Cozumel itself there's a consular agent.
