What happens if a child can't sail?

Hi!  Sorry if this has already been asked/answered!

If we book a cruise when it is 'kids sail free' and I book bringing along a child - what happens if, at the last moment, the child doesn't come?  Do I still pay the port fees & taxes for the child, or would they be refunded?  We have a little one that is uncertain.

And.. if I book prior to a kids sail free promo, can my TA reprice when the kids sail free shows up?

Thanks!

Something to keep in mind is that rooms that hold 3/4 are usually in a different (more expensive) category .  So even if Passenger #3 is "free", Passenger #1 and #2 are paying a slightly higher base fare.

Sometimes the difference can be very large, but I've usually noticed this when my travel agent booked me into agency group space for the double occupancy room, but was not able to do so for the triple occupancy room.

No penalty for a no-show. No refund either, but they will give you back the port fees and taxes for the child.
