The cruise industry is built around the concept of double occupancy, regardless of age. Add a second adult to the room and have your infant be the third guest in the room and you'll see the price for your infant plummet.

Regarding the issue with Diamonds on Wonder, that cruise is a casino signature level cruise, so it's just a one-off as best we can tell due to the unique nature of that sailing.
