Travel is Dec 14 2023, but just found out that the requirement for valid passport is 6 mths after cruise date.

If it's actually a requirement for your cruise, yes you would be denied.  But there are VERY few itineraries where this requirement exists.  If you're on a common Caribbean/Bahamas cruise, it's almost certainly NOT a requirement.  To be sure, let us known where you are traveling.

If it's a cruise that begins and ends in the US, you're likely okay with a birth certificate. I went on a cruise in 2022 with my mother-in-law, who doesn't have a passport, and she was able to get off at Coco Cay and Nassau. She only needed the birth certificate to get onto the ship. Once there, her card was all she needed to get on and off the boat.
