It's like a public park.  Many locals bring kites.  There are no "kite police" that I've seen but you will have to pack it and get it on board.  Of all the things to pack you'll have to decide if it's worth bringing for the time you'll be able to use it on the cruise overall.

.  I think its probably better to buy it on site so you don't have carry it on-board.   Then you can toss it before you go back to the ship.
