Looking at the itinerary for that cruise, day three was in Malaga, Spain. Surely he could find some underwear during an 11 hour stay in port?

You're going to pay the 18% grat no matter which way you go so it doesn't really factor in when doing the price comparison.

If you are happy to pay for the third person who will not be joining you, there's no need to even mention it until you actually board the ship.
Just tell them it was a last minute thing, the person was unable to come, and it will be too late for them to move you to another cabin anyway.
The only time I would bother telling them in advance would be if I wanted to get some money back.

That sounds OK... just seems a bit silly if there's only myself and my partner. Could go the entire cruise and not actually see each other.
