csrsue
Just when you thought there couldn't possibly be another unlimited drink package question.... I know if you buy the package through the planner pre-cruise, you must buy it for both adults in the cabin. But what if you wait until you are on the ship? Can just one person get it then? When we were recently on the Navigator a bartender was asking a passenger why he didn't just get the drink package instead of buying individually, and it sparked this question for me. Also when we cruise in September with my in-laws, my brother-in-law drinks, but my sister-in-law, not so much. We were going to gift both of them the package, but if I could wait and just get it for him once on board and save money, then maybe that's the route to go. Just kinda thinking (writing) out loud here.
YouthD
No, you must both get it. My wife and I are cruising in April, and I can't drink (diabetes), so I contacted RCI and they let me get the refreshment package and her get the unlimited drink package. csrsue

I don't know how true this is but, I read on another message board about cruising on Royal, that if you have a valid reason for your, for example, spouse can't/won't drink, Royal will grant a waiver. I believe they gave examples as Pregnant/medical issue or must doesn't drink. I don't remember if anyone brought up any verification needed to prove medical issue. It's worth calling Royal and asking. Maybe any TAs in here can answer it. csrsue

Just called and asked for DBP for my husband and refreshment package for me…no questions asked, no verification needed. EmersonNZ
As mentioned you just need to give them a call and let them know you would like to drop the package for one member of the cabin and they will happily do it. As a responsible host RCL wouldn't want to have a policy to force someone to have a alcohol package that maybe shouldn't have one for one reason or another (Be it health, religion, etc). The issue they were looking to avoide is where one person would buy the drink pacage and then buy drinks for the whole cabin (You couldn't get more than one drink per visit to the bar... but I imagine easy enough to waait a few minutes and go up again or go to a differnt bar etc. I guess another example of some idiots making things difficult for the majority (Not RCL fault, I'd have done the same if i was them). I’ve read somewhere on this forum that there is a 15minute interval between the ability to order a second drink. I think even heading to different bar wouldn’t work if it’s not the full 15minutes? Anyone know for sure?

I drink very fast, and have never had an issue with getting one drink after another (lees than 15 minutes). This was on both a US and a UK sailing. Many people ask because they assume all cruise lines have similar rules. Royal has never (to my knowledge) had a time limit but the bartenders will cut you off if they deem it necessary. AND Carnival has a limit on how many drinks per day are included, I think it's 15. One of the many reasons I call Carnival, Brand X cruise lines.
