The OBC will be applied as a credit to your final bill so whether you use it on food, drinks, merch or gratuities won't matter. And if costco is able to apply the OBC before your cruise you can even use it for final payment or any pre-booked cruise planner items like internet or excursions. Then as long as it is true OBC you it will show up once you are onboard as a credit that offsets any charges you make during the cruise.
