Freezer shipping containers can easily make the voyage by barge. When I lived on St. Thomas most food that we would buy in grocery stores came over by barge in freezer containers from Puerto Rico. The majority of all food for the entire island's population arrived by barge using freezer shipping containers. A warehouse with cold storage capability near the port is all that would be required to establish a local stockpile to work around temporary supply chain interruptions from storms or other events.
