When I was a teen/early 20s, I took a few cruises with my family - including cousins. If they get along fine, the 18yo will probably have as much fun if not more hanging out with his cousins without any specific activities with them.
There's also Hyperlink as posted above - the activities look kinda fun, to be honest.
And in general there are always a bunch of non age-specific things he could do, depending on what he likes.

Do it! Last June we afraid to book an 11:30 am flight and we were at the Airport before the desk for departures even opened for that flight. Also look into Port Valet, they pick up your luggage at the cruise and you see it again when you land in Newark. It's a dependable free service!

Thanks for creating this roll call! My husband and I were originally booked on the September 6th, 9 night cruise, but since we live at the Jersey Shore, we wanted to enjoy September here when the crowds go home. We'll be in Rome 2 nights prior to the cruise. Now researching all the ports. Next we'll be checking out the HoffmanHappyTravels site, thank you! For Royal Caribbean…testing is two days prior to your cruise. Cruise day is day zero. So for instance…if your cruise day is anytime on Tuesday, then you must be tested anytime on Sunday or Monday. Tuesday is day zero, Monday is day one, Sunday is day two.
Here at Port Liberty in Bayonne NJ today, there was a private company set up in a van outside the terminal. They were offering rapid Covid Antigen tests for those who came to the port without one. Sure enough, there were several people lined up waiting to get tested. I’m guessing they didn’t take insurance and the test was somewhat pricey…but…as a last resort I’m sure it’s better than being turned away.
