Upgraded room

We recently came back from our Holy Land cruise and took advantage of a casino royale offer of an oceanview stateroom for a 3 night November sailing on Liberty. We contacted our travel agent and asked her to see about upgrading to a balcony room. We were charged a $185 upgrade fee but not sure if this because of a casino offer or if this would be the normal upgrade fee as our cruise receipt does show "Casino upgrade".

You would pay the difference in room cost. There is very limited refund options......often the only way they refund you is if you had a refundable deposit and asked for refund before final payment. 

Example would be interior cost is $1400. Oceanview is $1760. You would owe the $360 or whatever the balance is if you haven't made final payment. 

@Mturk the $185 is the amount of the room you selected after the casino discount. It is not an actual fee.

I understand that but it still is not a fee. A fee would be on top of the cost of whatever you upgraded for; it is just the wording they use since the cruise fare has been deeply reduced due to the promotion.
