Price change after final payment after cruise with confidence ends

If there is a price drop after final payment after cruise with confidence ends, do you still get the balance as onboard credit?

As long as there's Cruise with Confidence, yes. It's part of the enhanced Best Price Guarantee program that is part of CwC

Once the best price guarantee feature of CWC ends I am assuming it will go back to the old ways.  

In the years prior to the shutdown price drops after final payment typically netted nothing.  

Before that, in the years prior to the years prior to the shutdown there was a time when Royal had a "goodwill fund" that would often yield OBC of some sort.  Then we had a bad stretch of hurricane seasons and the goodwill fund all but disappeared. 

The pandemic shutdown makes the bad stretch of hurricane seasons look like a nothing event so I can't imagine there will be any sort of goodwill for some time.
