Yes, the UDP does cover the a la carte restaurants (like Playmaker's) but there is a limit to what they will cover. I think it's $25 PP at Playmaker's. It's $35 PP at Izumi. There is no fixed time for dining with the UDP. You can eat in any restaurant at any time, providing they can accommodate you (reservations) so don't worry about the time on the first night.
