Viking Crown on Enchantment Diamond/Suite only?

I'm curious if the Viking Crown on the Enchantment is going to be restricted to Diamond and/or Suite Guests only, or if it's open to the general passengers otherwise or at certain times.

Open to general passengers

Enchantment has dedicated Diamond and Concierge Lounges that are in the Viking Crown area but only occupy a small space leaving much of it available for anyone.  It may at times have private functions such as a wedding that occurred on my recent cruise on her.
