Can H4 visa holder travel with photocopy of the stamped Visa and original passport

My Daughter lost her passport with a stamped VISA during the renewal process. With below documents can we take her a cruise? Please suggest

1. She has valid i94
2. Has Valid i797
3. Has a new passport but no stamping
4. Has police report for loss of passport
5. Has a color photocopy of the previous passport
6. Has a colour photocopy of the VISA

Doesn't this question depend upon what the cruise itinerary is?  For example, what ports of call, closed loop, etc?

@CruisingNewb, I have a 6-night cruise to the Bahamas and Carrebian( Orlando->Bahamas->Domainican republic->Haiti->Orlando). I am not sure if that is considered a closed loop or not

You have to click on the link that @Gadget Hackwrench posted above and do the homework yourself.  I believe that the link will give you the information necessary, or at the very least, direct you to the right place to answer your question.  Since your's is a question replete with things like i94 and i797, you best not take advice from a fan forum.
