Does Royal Caribbean Delay Release of Rooms?

I am trying to book two two-bedroom aquateather staterooms on a cruise in Europe for 2024 so the family that we are traveling with can have one too.  I have look at literally every sailing in the summer and almost all the cruises have only one room available.  No more.  How can it work out that there is one one room available for every cruise?   There are 6 on each ship.  Just by chance every ship sailing, exactly 5 of the 6 rooms are booked. 

Do they save them for some reason?  Or only release one after another is booked to create the sense of urgency?   

If they shows lots of free rooms on a sailing 18 months from now, a customer may not feal the sense of urgency to book now.    But, if they block of the rooms and only release them over time, then at any point the customer is looking there would be scarcity and urgency to book.

I would expect them to all be gone too.  But they are not, exactly 1 of the 6 rooms are available on each of the 14 or so cruises I looked at.  That is strange because there should be a distribution of rooms available.  Some cruises should have zero, some 2, some 1... but all have only 1.
