Snorkeling excursion for someone who can't swim?

My husband can only float on his back. We've been snorkeling before in Hawaii on our own, and my husband wore a life jacket. For the excursions in St. Thomas or St. Maarten, would he be able to snorkel if he can only float? Do they provide floatation devices?

On excursions we have taken vests were provided, but we have our own now (inflatable) since we snorkel off the beach. 

I wouldn't recommend snorkeling for any swimmer who can't tread water to stay afloat; it is too easy for the water to get choppy, currents to change, or snorkels to foul; one needs to be able to keep head above water for adjustments.

Some ports have cove snorkeling while at others the reef is in open water, so that can affect your decision.

He could certainly go in and float - there is no rule saying that you must snorkel when you're in the water.    They will most certainly have life jackets, and more often than not tour providers offer noodles, etc.

Thanks for the replies! We'll have to do a little research on the location of the snorkeling. I think snorkeling closer to the shore would be best.

Buy a shortie wet-suit short sleeve and legs maybe a 3 or 4mm neoprene. He will float wearing it and adds protection from the sun and  sea life.
