As mentioned, some of the staff maybe involved in boarding day duties such as manning a muster station check-in. So this can be impacted by the number of staff and the roles that they have outside of activities. Because the question is "on embarkation day", I'll say yes it is likely to be open but many not open until after sail away, dependent on staffing. That is from a Freedom sailing last fall.
