When should we expect the packages to be available for purchase? Or is it not predictable?

This is what I got for hubby's medicine.  There are the plastic zip-lock type bags that fit into the travel pouch.  I have two so that we have extra.  We have never had any issue with the airport, cruise, or anything else with using these.  They are flat and fit into our personal carry-on.  I do take a picture of all his Rx to have with us.  His meds are all 3-month supply bottles making it more cumbersome to take the original bottles.

I will NEVER understand the reluctance of cruisers to fly in a day or two early to start their vacation.
Likewise, I will NEVER understand cruisers who want to end their vacation early and buy a plane ticket for the absolute earliest time possible on the day of arrival.
 
And to top it off, these people come here and ask for pseudo permission.

I recommend going with what the world gives you. My nephew popped the question during a Royal photoshoot on the first formal on Liberty two weeks ago. 
 
It was a formal night; the Royal photographer was there;  and the dinner guests waiting for their seating, Boleros crowd, and the rest of the promenade gave a raucous ovation when they saw what was happening. In short, it happened just like it was a movie.

On the Symphony of the Seas in February I did a lot of computer work in Playmakers.  I never seen a check there.  I did not know there was a $20 limit.  I am guessing they must have closed out one ticket and open another because I often would be there 4 or 5 hours.  Playmaker waiters would also go across to Jonny Rockets and get me burgers.  The Unlimited Dining is truly Unlimited.  I know someone on our cruise that was eating early appetizers at Jamies Italian and then go across the way and having the 16 oz ribeye for his main course.

There's absolutely no problem doing this!
I usually see them as late as 9:00 or even 9:30 for reservations. 
It's actually a per visit credit of $20, so you can swing by any time and just order one thing and come back for another round later!
