Retreat Drink package the same as the Premium drink package?

I have 1 or maybe 2 questions:

1) Are the drinks included when booking in The Retreat class the same as Premium drink package?

2) If so, the Premium package bottles of wine are offered at a 20% discount plus a 18% gratuity.  Is the gratuity based on the full price for the bottle or on the price of the bottle after the discount?

We sailed Infinity in September. the Retreat allowance for alcohol was the same as the premium package. 

I didn't look that closely at the wine price. I suspect the the 18% is charged on the undiscounted price, then the 20% is applied.
