Officially no. A birth certificate with raised seal Is also necessary. There are reports of people getting by with/without other things after long interactions with customs, but this is all very very iffy. How much time do you have?

That's a lot of time for them to get a certified copy of birth certificate with raised seal. I would have them get right on it. Also, have them apply for a passport for future. It's great help when renewing drivers license or if license gets lost and needs replacing. 

As mentioned, have them get the birth certificate.

The “raised seal” advice is no longer applicable. It must be a certified copy from the issuing agency; but many places do not use a “raised seal”

Keep in mind if the person has some sort of emergency and has to leave the ship, getting back into the US without a passport will be a major hassle. Small chance, but a risk you have to consider.
Unfortunately, passports are taking a long time to fulfill so you'd need to pay for expedited processing if you need one soon.
