If you provided it then yes.  If RCCL provided, some is and some is not.  The fine print will tell.

No Voom, but there are still per-device packages for the "normal" internet access.  You won't stream or Skype, but it is certainly serviceable for mail, FB, etc.  usually $20 per day for the first device, $10 more for a second.
