I can only speak about my experience doing this excursion taking the ferry from Haines, where Brilliance docked, to Skagway. I don't know what it's like if your ship is docked in Skagway. Once we debarked the ferry the train picked us up literally at the port, then we went to the train station in town to pick up others before heading up the pass. There is no accessibility for anyone who is unable to climb up into and then down from the train cars. Be aware that while you may be allowed to leave something at the station, if mobility is problematic then this would not be an advisable excursion. If you can fold the wheelchair up, I'd think it's best to take it into the train car with your party.
