Non-refundable booking to refundable booking?

It is pretty well known and maybe even common for people to book a refundable booking and consider changes to a non refundable deposit (NRD) as sail date gets closer.  I know you also can make any changes you want to a NRD booking on the same sailing/ship, but you'd lose all or portion of NRD if you try to change to different ship or sail date.  The question is, can you change your NRD booking to a refundable booking on the same sailing/ship?  I have never tried and my hunch tells me no, but I was wondering if anyone knows for sure.

Most changes are not simply changes, but actually a canceled booking followed by a repurchase.  I would imagine you would forgo and lose your deposit by switching from a non-refundable to a refundable fare.  The only time I have seen them wave the deposit rules is if you upgrade your cabin type for the same sailing.
