PreTesting and Canada

Sailing on Ovation of the Seas on 9/2 out of seattle.  We keep hearing that one of the reasons Royal Caribbean is still requiring vaccinated cruisers to do 2 day pre test for sailings out of Seattle is because of Canada (other sailings allow for 3 day).  Just curious about this because on the RC app under Canada entry requirements it says that "Vaccinated travelers have no test requirements to enter Canada"  I checked canada's requirements for entry from their official website and it says:  Pre-entry tests are not required for fully vaccinated travellers entering Canada by land, air or water.   So why are vaccinated travelers still being required because we are going to Canada?  Is there another reason?  Will get tested regardless but if we had 3 days, it would be easier for cruisers to be tested in home state.

To enter Canada by car, plane or train you don't need to test.

To sail into Canada on a cruise ship or to embark on a cruise ship from a Canadian port you need to test.

Thanks, I stopped when I read "by land, air or water" .  Thanks for drilling down further.  Makes sense but hope they adjust soon.

I have a similar (not similar) question.

We are sailing out of Fort Lauderdale 28 Aug but travel from Canada 3 days prior. 

I can't find a testing site that includes all of the info that RCCL requires on the test report.

Has anyone departed Canada and had a test in Canada that was accepted to board?
