Though this post is old, I wanted to add accurate info to it. Yes, you are eligible to bid from an accessible room, but you will only receive an upgrade if its to a higher room that is also accessible. It doesn't matter if a larger suite would work for you, you can only RoyalUp to another accessible room. Generally, if you're in an accessible balcony, the only accessible rooms higher than that are the Accessible Junior Suite or on the larger ships, there is also the Accessible Crown Loft Suite. Unless one of those open up...and there are only a handful of the Junior Suite ones and only one of the Crown Loft ones, you can only get moved into one of those.
