Question about Moving rooms due to Covid-19 Spacing

Hey Everyone!

 

Travelling March 5th on Brilliance of the Seas. I booked two rooms beside each other on 3rd deck. One room holds 3 and one holds 2. All 4 of us ( 2 in both rooms) got emails about receving a free upgrade because of covid spacing. The party who was in the room that holds 2 got moved onto deck 9, while the other 2 of us have not been moved yet. Is this normal? They recieved their new packet with luggage tags and we have not. We are still on 3rd floor even though we got an email that said we were moving? Weird we have not recieved our new room yet.
