I assume the person who wasn't prime did not have to pay?

My wife and I are both prime for the current year (4/1/23 - 3/31/24). In the past, prime got each of us an interior cabin so we were able to do back to back cruises at little cost (balcony upgrade + port taxes) for each cruise. I recently heard rumors that being prime entitled only the certificate holder to a free fare but the second person would have to pay full fare if he/she was not prime. Does anybody know if this is true or just a rumor? Thanks.
