I applied a FCC on an upcoming cruise in November 2020. All was well and I was told that I would receive a refund of $676. The cruise vacation receipt before FCC was: 

Cruise Fare    2286.00      Gratuities  406.00     Taxes/Fees  265.10    Total Charge  2957.10    Amount Paid  1657.10      Balamce Due 1300.00

After a $1976 FCC was applied it was:

Cruise Fare     310.00      Gratuities  406.00     Taxes/Fees  265.10    Total Charge      981.10    Amount Paid  1657.10      Balamce Due    0.00      Refund $676

Two weeks later:

Cruise Fare     310.00      Gratuities  406.00     Taxes/Fees  265.10    Total Charge      981.10    Amount Paid   709.22       Balamce Due   271.88

Yesterday it was:

Cruise Fare     310.00      Gratuities  406.00     Taxes/Fees  265.10    Total Charge      981.10    Amount Paid   410.38       Balamce Due   570.72

Can anyone explain where these numbers are coming from???   Why do I owe anything???   Where is my $676 refund???   Why wasn't the FCC itemized???

UPDATE: Today (4/22/20) the cruise vacation receipt says:

Cruise Fare     310.00      Gratuities  406.00     Taxes/Fees  265.10    Total Charge      981.10    Amount Paid   568.38       Balamce Due   412.72

So now I have paid $158 more and the balance due is less.  That amount is the refund for the CoCo Beach Club - Full Day Pass that I cancelled to take advantage of the lower price on the cruise planner sale.  Since when are the cruise planner purchase refunds processed as part of the payments on the Cruise Fare??

I agree, population density has much to do with it.  What I was trying to say is that risk of dying after being infected or tested positive is rather high in Italy, Spain and UK --- close to 10%.  That is a crisis so I understand the lockdown.  I live in the middle of the United States where the corn grows so the risk of just being infected is relatively low.  It is fairly easy to maintain social distancing.  Even so, we are afraid of what could happen just by reading about what happens in the more densely populated regions ---including New York City region.  I don't think NYC plans to end the lockdown anytime soon either.

I just noticed you took the following cruise - Freedom of the Seas - Southern Caribbean - San Juan.  We have that scheduled for Jan 2021.  How was that cruise?  My most enjoyable cruise was a Mediterranean Cruise about 8 years ago.

I cancelled a cruise on March 13th.   I called on March 29th to asked about the refund of taxes/fees and prepaid gratuities that were promised in 7-10 days.  They told me refunds were taking 30 days.  I mentioned that I wanted to rebook the same cruise that I cancelled for next year in 2021 with the FCC.  They informed me the FCC was "processed" March 17th and I should have gotten an email.  They told me the certificate numbers that were "in the system".  I was allowed me to apply the FCC on a previous booking I had for November because I was reluctant to book another cruise before I received any refunds.    I was told that some of the deposit and additional payments for the November cruise would be refunded when the FCC was applied.  I still haven't received any refunds for either the cancelled March cruise or the previously booked cruise for November.

FCC is automatic. You need to contact RC if you want a refund.

This makes me wonder who keeps track of the FCCs and refunds. It is taking awhile for the first FCC and refund to be "processed".  I'm starting to forget about it ...at least I'm not bothering to contact Royal anymore.  I can't imagine how carry-over FCC and leftover cash will be processed.  I think, in the long run, that will hurt Royal even more.  I'm already reluctant to rebook my cruise that was cancelled until I actually get the refunds and FCC already owed to me.

Europe is hard to understand because of the high death rate due to covid-19 in western Europe.  It seems like the death rate is what decides how countries respond as compared to the number of cases.  That was the main problem with the cruise industry.  People disembarking on stretchers and needing hospitalization was bad optics but death was the real problem in the media.  Norovirus on cruise ships gets hyped up once in awhile but unless someone dies the story doesn't last long.

Economic death is not so good either.  I have read that Spain wants to open up soon because the economy relies heavily on tourism.  The ports in Spain are very hard hit economically.  That factors into the equation too.  Makes me wonder if my trans-Atlantic cruise from Barcelona to Miami on November 1st will happen.  Economic pressure says it will.  However, the health of the locals in Spain and other countries in western Europe isn't looking too good at the moment.  I just hope Europe's health doesn't predict what will happen if the USA opens up too soon due to economic pressure.

Ditto for me. At least I somewhat understand Royal's FCC.  Now I can move on and figure out my flight credit from United Airline.  Then the England rail pass will be next.  Fortunately the hotel cancelled me and I didn't have to do anything to get that refund.

Your FCC cannot be used for port charges or taxes and fees.  But it can be applied to that amount and yes anything you have already paid on the reservation would be refunded back to the card you used to pay toward your cruise.

Thank-you!  Now I see what they did. They told me that the remaining FCC would be refunded but actually they are refunding part of what I paid for the deposit and additional payments made.   The cruise fare was reduced by the entire FCC.  The cruise receipt doesn't itemize the FCC though.

Now that is interesting!!! Maybe they applied the entire $1900 FCC and are refunding my deposit and some additional payments that I made.  I won't know until I start seeing the refunds.  This is very confusing.

I applied a portion of my $1900 FCC to the remaining balance of a cruise that was already booked. There was about $600 of FCC remaining and I was told it would be refunded.  When I got the vacation receipt, it only showed that the cruise fare had been reduced by $1300---it didn't reflect that it was reduced by the FCC.  The vacation receipt did show that the deposit I paid covered the to taxes/fees and gratuities.  I wonder if the $600 of remaining FCC will really be refunded. 

It has been almost a month since the cruise was cancelled and still no refunds for the cruise planner purchases, port fees, taxes.  I was originally told 5-7 days for the refunds to be processed ... then 10 business days ... and then 30 days.  My plan is to use the refunds to rebook the cancelled cruise for next year.

I cancelled our April 12th Anthem trans-Atlantic cruise on March 13th.  I was told to expect refunds and FCC in 7-10 business days.  I waited 2 weeks and called March 29th and was told the FCC was processed on March 17th and I should have received an email.  When I told them that I didn't receive an email they told me the certificate "number" --- it was actually all letters. They allowed me to apply a portion of the FCC ($1300) on the remaining balance for a cruise already booked for Nov 1st.  They then said the remaining FCC ($600) would be refunded.  When I asked WHEN the remaining FCC ($600) would be refunded they said it may take 30 days.  They said it would also take 30 days for the taxes, gratuities and cruise planner purchases to be refunded.  I don't know how all the refunds are "processed" but in more normal times it was 3-5 days.

I received a vacation receipt showing that the November cruise was paid in full but was worried that it didn't show the $1300 paid by the cruise credit.  It only showed that the cruise fare was reduced to $155 per person which was a $650 per person decrease (650 x 2 = 1300). 

In any case, 30 days from the date of March 17th when the FCC was processed should be this week sometime.  I tried to entice them to speed things up so I could use the refunds to pay the deposit on the Anthem trans-Atlantic in 2021 but that didn't seem to help the process. The process is very confusing.
